Provenance. Only some of these have a published basis. Published guidance: refrigerated storage temperature and container capacity ranges, and the principle that temporary burial applies when no other storage is available (WHO/PAHO/ICRC field manual; NAME Mass Fatality Plan). FGI provisional assumptions, with no published source located: PPE sets and glove pairs per person-day, child-pouch share, examination rates, family-reference kit ratio, fragmentation multipliers, and all unit prices. These are being tested through a practitioner benchmark; values will be relabelled with wave, date and sample size as results arrive. Adjust everything to your own SOPs.

Personnel are not calculated. This tool produces no staffing estimate, roster or mutual-aid figure — the ratios required to derive one have no published basis we could locate. The personnel fields on the left size PPE only; leave them blank and PPE is not calculated.

Check your station capacity. Storage and completion time are calculated from the stations you say you can operate, not from the number required. If you leave that field blank the model assumes every required station runs, which is optimistic — an under-resourced mortuary holds remains in refrigeration for longer.

For reference, the one staffing figure that is published: the NAME Mass Fatality Plan states a pathology station "should consist of at least two forensic pathologists and two autopsy technicians", with a photographer available. Use it to sanity-check what you can operate.

What this covers. This tool sizes the consumables and storage capacity that scale with the number of decedents. It deliberately does not price the fixed cost of standing up a mortuary facility — examination equipment, imaging, instruments, sample handling, decontamination, power, IT — because those depend on the facility and capability you are building, not on the fatality count. Those are scoped separately; talk to us if you need that costed.

Field and mortuary are separate operations. They typically involve different agencies, different budget holders and different suppliers, and the field phase begins before the mortuary is fully stood up. The phase subtotals below are intended to be split into separate procurement requests. The Source column indicates where an item can be obtained from Forensic Guardians International; it is not a recommendation to source it there, and equivalent products from any supplier will serve.
